Renewing Your Driving Licence
Renewal periods, aptitude tests, online renewal and what happens if your licence expires while abroad.

Renewal is routine and the consequences of missing it are not. Let the window pass and you get a fine; let it pass by long enough and the licence is cancelled, which means starting the whole test sequence again rather than renewing.
The notice comes by post, in Korean, to the address on your record. Which produces the single most useful piece of advice here: keep your address current, or the reminder goes somewhere you no longer live.
The cycle
| Ordinary renewal | On a fixed multi-year cycle, with the year printed on your licence |
| What it involves | Confirming your details, a photograph, a vision check, and the fee |
| Higher class licences | An aptitude check rather than a simple renewal |
| Older drivers | Shorter cycles as you pass defined ages, with mandatory education |
| Notice | Posted to your registered address, in Korean |
Check the expiry printed on the card now and put it in your calendar, because a decade is long enough to forget entirely and the postal notice is easy to discard unread.
Where and how
Three routes, in rough order of convenience:
Online, for a straightforward renewal where the authorities already hold a recent health check result - commonly from a national health screening - which can satisfy the vision requirement without a separate visit. If you have taken your screening, check this first; it turns the whole thing into a few minutes. Health screening and medical exams covers that free screening.
A police station, which handles many renewals and is usually closer than the examination office.
A driver's licence examination office, which handles everything including the aptitude checks and anything unusual about your case.
Bring your residence card, your current licence, a photograph to specification and the fee. For a foreign resident, the identification requirement is the part worth confirming in advance, since a photocopy will not do.
The vision and aptitude check
An ordinary renewal includes a vision test, and glasses or lenses are fine - the licence simply records that you must wear them.
Higher class licences and older drivers go through a fuller aptitude check, covering vision, hearing and general fitness to drive. As drivers pass defined age thresholds the cycle shortens and education becomes mandatory rather than optional, with the aim of catching deterioration rather than removing licences.
If you have a medical condition that affects driving, declare it. Driving on a licence obtained or renewed on an incomplete declaration can void your insurance at exactly the worst moment.
If it expires while you are abroad
A real scenario for anyone who goes home for a long stretch, and the answer depends on how long it has lapsed.
A short lapse is normally a late renewal with a fine. A long one results in cancellation, and cancellation means the licence no longer exists - you sit the tests again.
Two things reduce the risk. Renew early if you know you will be away across the window; the system generally allows renewal ahead of the date rather than only on it. And if you are already late, go in as soon as you return rather than driving on an expired licence, because driving unlicensed is a separate and more serious matter than renewing late.
Keeping your details right
Three records that need to agree, and they drift apart silently:
- Your address, which determines where the renewal notice goes. Report changes at your district office. The residence card covers the reporting duty.
- Your name, spelled exactly as on your passport and consistently across documents. An inconsistency here is the kind of thing that surfaces at a renewal counter.
- Your passport details, if you have renewed a passport since the licence was issued.
If you lose the card
A reissue application at a police station or examination office, with your residence card, a photograph and the fee. Straightforward.
Worth doing promptly rather than driving without it: you can be asked to produce a licence, and in an accident not having it complicates an otherwise simple exchange of details. Keep a photograph of both sides on your phone, which is not a substitute for the card but helps at a roadside.
Points, fines and suspension
Renewal is not the only way a licence ends. Korea runs a demerit system alongside its fines, and accumulating enough points within a period brings suspension, with more serious offences bringing cancellation outright.
Two things catch foreign drivers. Camera fines arrive by post, weeks later, in Korean, and an unread notice becomes an unpaid fine with a surcharge. And because they arrive late, you can accumulate several before realising you have a habit worth correcting.
You can check outstanding fines and your own record through the police service's online channels, and safe-driving education can reduce points in some circumstances. If you receive something you do not understand, do not file it unread - a support centre will translate it in minutes. Free legal help for foreigners covers the free services.
Travelling with it
A Korean licence lets you obtain an international permit from Korea for driving abroad, issued at the examination offices and some other points, valid for a limited period. Apply before you travel; it cannot be obtained from outside the country.
That permit is what you use overseas alongside your Korean licence, not instead of it, and both need to be in date. Getting a Korean driving licence covers obtaining the underlying licence.
Where this goes wrong
- A stale address on your record, so the notice never arrives.
- Discarding a Korean-language letter that was the renewal reminder.
- Letting it lapse long enough to be cancelled. You retest from scratch.
- Driving on an expired licence rather than renewing late.
- Not checking the online route when you have had a national health screening.
- Not declaring a condition that affects driving, and voiding your insurance.
Where to go next
Getting a Korean driving licence covers the first issue, and vehicle insurance in Korea covers the cover that depends on it.
